‘Modernization of Signaling Systems in Ghaziabad-Kanpur
section under KfW loan’.
1. Introduction
New
Delhi- Ghaziabad section of Northern Railway is one
of the heaviest section of Indian Railway having
maximum permissible speed of 130 Kmph and carrying 45
Mail/Express and 60 Goods trains. All signaling & telecom assets in this
section have outlived their useful life and have become obsolete. KREDITANSTALT
FUR WIEDERAUFBAU (KfW) Germany on the basis of the
Experts’ report, have agreed to extend soft loan of 185.0 Million DM to the
Ministry of Railways for ‘Modernization of Signaling Systems in Ghaziabad-Kanpur section‘.
The KfW Project is for enhancing
the safety in train operations and line- capacity in this section.
2. Scope of KfW Project
The
design of the Project is based the on the ‘Feasibility Study Report’ conducted by
DE-Consult (Germany) & RITES (India) Ltd. Final Report dated June 1996 and
Supplementary Report dated August 1996 after the Experts Investigation into
various Technological Options for Modernization of Signaling and Operations
between Ghaziabad and Kanpur
in association with KfW and Ministry of Railways
(Railway Board). The Project consist of:

Supply and installation of Signaling and
Telecom equipments on ‘turnkey’ basis:

- Automatic Block Signaling -
- Optical Fibre
Cable (OFC) -
- Rehabilitation/Upgradation
of -
existing
Mobile Train Radio
Ø
Maintenance contract up to 3 years including
supply of spare parts
Ø
Consulting Services
Ø
Training of Technical and Operational staff.
3. Total
Cost and Financing
The cost of the project is estimated
as 212.3 Million DM out of which 185.0 Million DM is loan from KfW (German Financial Institution) to Govt. of India
(Ministry of Railways). Out of the total
loan amount of Rs.185.0 Million DM, the foreign exchange component, which is
estimated to be 145.9 Million DM shall be financed by KfW. However, the
actual project cost will be known only after the finalization of the total
scheme and award of contract. Decision
regarding the balance amount of 39.1 Million DM will be taken thereafter. Indian Railways shall finance the Indian
Rupee component (equivalent to 66.4 Million DM) for the following activities:-

Local supplies and services
Ø
Preparation, modification / rehabilitation of
track, crossovers, buildings and structures.
Ø
Logistical support for the Consultant and
Contractor.
The
Ministry of Railways (Railway Board) shall be responsible for the
implementation of the Project. Indian Railways
(IR) will set up a dedicated inter-disciplinary Project Management Unit for
functional planning, tendering, contracting and supervision of the execution of
the signaling and telecom systems as ‘turn-key’ based contract preferably for
the whole section including life cycle management as an option.
Indian
Railway Project Management Unit (IRPMU) will comprise of
i)
Indian Railway Project Staff
ii)
The Indo-German Team of Consultants who shall
assist IRPMU for functional planning, supervision of execution and for training
of operation & maintenance of IR staff.
5. Project Management
and Organization
IRPMU
will be headed by Chief Project Manager who shall be responsible for day-to-day
management of various activities of IRPMU and The Indo German Consultants
Consortium of DE-Consult,
In
terms of Loan Agreements signed between (i)
KREDITANSTALT FUR WIEDERAUFBAU (KfW) & Government
of India and
(ii) KREDITANSTALT FUR WIEDERAUFBAU (KfW) &
Ministry of Railways. Consultancy
contract has been awarded to The Indo-German Consultant Consortium of Deutsche Eisenbahn – Consulting (DE-Consult),
Project
is scheduled to be completed in 55 months from the date of issue of ‘Letter of
Acceptance’ to the Consultants. The Project is divided into four phases. Phase-wise activities to be completed and
